It would also mandate regular parliamentary reports on the causes and potential causes of AI security emergencies, including adversarial and non-state actor use and autonomous cyber-attack capabilities—we are seeing growing evidence of those, which could lead to tragic consequences. There is clear legal precedent for such powers. For example, the Civil Contingencies Act 2004 confers significant intervention powers in extreme harm scenarios.
