There is a risk that people may start to become advocates. I am concerned about that. This is exploratory, trying to understand what is in the mind of the sponsors of the Bill regarding what will happen, but also seeking some clarity, ideally from the Minister, on who they think this will cover. I am thinking in particular of who a qualifying person is and what they anticipate that role may be.
