There are three practical risks I urge the Committee to confront. First, capacity assessments in care homes are fragile, as I mentioned. Delirium, medication effects and acute infections are common and often underdetected. Without specialist geriatric and psychiatric expertise, point assessments can be misleading and irreversible decisions may follow from it.
