Thirdly, workforce shortages mean that specialist input is not guaranteed. The Bill assumes timely access to consultants, psychiatrists and palliative teams; the reality is uneven availability across regions and, where specialist capacity is thin, the risk of error rises and the moral burden on front-line clinicians increases.
