My Lords, my noble friend Lady Chakrabarti has a long and honourable record of raising issues on behalf of some of the most vulnerable in society. She and the noble and learned Baroness, Lady Butler-Sloss, make a formidable team when moving this amendment. I am very grateful to them for ensuring that this important issue remains at the forefront of every Government’s mind, including this one. It was about a fortnight ago that your Lordships’ House debated this issue in response to my noble friend’s Oral Question. I said at the time, and repeat today, that the age of criminal responsibility is a complex and sensitive issue. I want to take this opportunity to set out in a bit more detail than the Oral Questions format allows why the Government believe that we should keep the age of criminal responsibility at 10 years old.
