18: Clause 3, page 1, line 21, at end insert— “(1A) Before making regulations under this section the Treasury must consult persons which provide banking services and such other persons as the Treasury consider may be affected by the regulations.”Member’s explanatory statement This amendment requires the Treasury to consult banks and others who might be affected by regulations on access to banking services.
