Government new clause 75 enables the Secretary of State, by regulation, to make provisions of equivalent effect across the wider political finance framework. Regulations extending restrictions on donations and transactions for both cryptoassets and the cap on overseas contributors may have effect no earlier than 25 March 2026. The new clause also allows the Secretary of State to impose similar restrictions on the use of gifts made by overseas contributors and companies to incorporated associations making political donations. The powers have a number of safeguards, and any regulations made under them will be subject to the affirmative procedures. Before laying such regulations, the Secretary of State must consult the Electoral Commission and, where relevant, obtain consent from Scottish and Welsh Ministers.
