Unfortunately, that careful consideration is absent from the changes before us today. This is particularly true of some of the proposals on political donations and campaign finance. Protecting our democracy from foreign influence is a noble aim that Conservatives share, but the changes proposed by the Government have not always been produced with proper care and attention. They have been brought forward with too little consultation and opportunity for scrutiny. It is particularly concerning that parliamentary questions have revealed that there has been no meaningful engagement with the House authorities, despite proposals directly affecting the registration of donations. That is why we have tabled an amendment to prevent this Bill, if and when it becomes law, from coming into force until the Secretary of State has consulted the Parliamentary Parties Panel.
