126: Clause 35, page 39, line 14, at end insert— “(2) Notwithstanding any powers conferred under this section or Schedule 16, the Mayor of a Combined County Authority may exercise strategic planning powers only where the constituent local authorities have been consulted and, within limits prescribed by regulations, have the power to approve or veto such decisions.(3) Regulations under this section are subject to the affirmative resolution procedure.”Member’s explanatory statement This amendment ensures that constituent local authorities have a consultative and limited veto role over strategic planning powers, with any regulations setting those limits made by statutory instrument subject to the affirmative procedure.
