12: After Clause 2, insert the following new Clause— “Independent review(1) The Secretary of State must appoint an independent authority to review the operation and effectiveness of section 2 and to receive representations from individuals who are affected by this Act.(2) The review must be completed within three years of the day on which this Act is passed.(3) A copy of the review must be laid before both Houses of Parliament.”Member's explanatory statement This amendment would ensure that there was an independent review of whether the specified persons have had due regard to the Armed Forces Covenant in taking decisions on specified matters.
