As I have often said in this House, Scotland is not just another region of England. Defence may well be reserved, but many of the institutions and relationships through which the reserve and cadet forces operate are not: education, local government, skills, employers and communities, for example, are all part of a devolved and distinctly Scottish eco-structure. With the changes, as currently proposed, how can we have any confidence that a UK-wide NDPB will not inadvertently become a London-centred organisation in which Scottish interests are represented only through administrative delegation?
