In 2019, the MoD instituted a review into the RFCAs, known as the Sullivan review, to which a number of noble Lords have referred. The vast majority of the recommendations in the Sullivan report have been implemented, but the previous Government did not implement the one to convert the RFCAs into an NDPB. This is now revived in Clause 38 and Schedule 6 of the Armed Forces Bill, which intends to convert the 13 RFCAs into a single national RFCA NDPB. This will make sweeping changes to the status quo, centralising decision-making and removing from statute the entire nationwide volunteer membership and the involvement of the lords-lieutenant.
