The RFCAs play a vital role not only for our Reserve Forces but also for our cadets, who are at the heart of defence’s engagement with young people. The Government believe that Clause 38 is necessary to ensure that these important functions can continue within a governance framework that meets modern public sector expectations. The case for reform has been identified in a series of independent reviews. The 2019 Sullivan review concluded that the existing structure should be regularised and streamlined by bringing the Council of Reserve Forces and Cadets Associations and the 13 RFCAs together in a single executive, non-departmental public body. That review envisaged implementation through primary legislation and identified a stronger governance framework as the best means of securing the long-term future of the organisation.
