More recently, as the noble Lord, Lord De Mauley, mentioned, the National Audit Office investigation into MoD oversight of the RFCAs found that legal and financial risks remained within the current arrangements and concluded that the department must address those risks, whether, as the noble Lord pointed out, through creating a new NDPB or by further strengthening the current arrangements. I accept that point the noble Lord rightly made. He will not agree, but the Government have made the decision to do that through the creation of an NDPB. However, he was quite right, and I hope he accepts that I have recognised that he was factually correct in what he was saying.
