The Public Accounts Committee went further, noting weaknesses in the current arrangements and recommending that the department report on progress towards establishing an NDPB. The committee recognised that the department will need to manage the limitations of the present structure until an NDPB is established. Therefore, Clause 38 establishes a single national reserve forces and cadets association as an NDPB. The reform is concerned with governance and accountability. It will provide a clear line of accountability, strengthen governance and financial oversight and ensure consistency in the administration of public funds and assets.
