On the burden of proof, I think that applies particularly to what is proposed about having paid non-executive members. We have unpaid members at the moment, and it works extremely well—they are volunteers. As the noble Lord, Lord De Mauley, says, it fits in very well with the volunteer ethos. Why do we want to change it? I simply fail to see the rationale. Perhaps the Minister can explain this in some detail when he replies.
