We know that these schemes work in other parts of the UK. I have previously noted with great pride in your Lordships’ House the fact of free bus travel for the under-22s in Scotland. That has been a hugely popular and successful scheme, so the question is not whether the Government can administer a concessionary travel scheme, but who should be entitled to benefit from one. This is a small, modest measure that could really help our veterans and our communities.
