I will just say that it was not whipped by then Government; it was not the party opposite, it was individual Peers. It was a Private Member’s Bill, and Members had authority to challenge the proposal of the legislation. I disagreed with them; I thought that the noble Lord, Lord Grocott, who is a friend of mine and sitting opposite, was right on this issue. I felt he was right, but it was not a party thing.
