The Committee will take its own view on whether I have answered the questions that have been put to me. I do not think that a reference to 1.5 million abortions really takes the argument any further forward. I recognise the difficulties of this, and each Member of the Committee will have their own view, but my current view is that the nature of the investigations, the distress that they cause and the unlikelihood that they would lead to a prosecution is the paramount consideration. I therefore see great force in Clause 191.
