I am grateful for the way in which the hon. Gentleman has approached this issue. My attempts to have discussions with the Executive have focused partly on trying to get a budget. Six months in, we still do not have a settled budget. That is going to provide very significant problems in the very near future for the whole of the operation of the Executive if we are not very careful and very keen to work with the Executive to get to a good outcome. We have made an offer of £1.5 billion and more over three years, which is a good settlement considering the difficult situation that we have. Everybody has been predicting the collapse of the Executive for some time, but it seems to be much more resilient than people suggest. That is a good thing. In terms of the rule of law, it is not for me to tell the police whom they should speak to about unlawful actions or how to determine what the punishment should be. I will merely point out that an offence under the Public Processions (Northern Ireland) Act carries an imprisonment of up to six months and a level 5 fine. That is for the prosecuting authorities to consider. Let me turn to the young people in Portadown. One of the phrases frequently used on both sides was that people wanted a breathing space, and we have that breathing space now. Once the dust has settled a little bit, it will be important for us to consider and work out how we can strengthen the cross-community relationships that have undoubtedly been tested over the last couple of weeks, as the hon. Gentleman says, and I want to do that with local representatives.
