Public Office (Accountability) Bill

Contribution

My Lords, I will not press Amendment 11 in this group. I found out this morning that the Inquiries Act 2005 answers my query and seems to agree with me. I want to ask a very narrow question of the Minister on Amendment 141, which raises the issue of what activities and responsibilities of the City of London are covered. I pursued this online because I wondered about bridges. Bridges in London are very contentious, as all the riparian authorities could testify. A “local authority matter”, which is what will apply to the City of London, is defined as “any matter … which relates to the area of the authority … in respect of which the authority exercises functions”. The bridges are, I think, all on one side in the City. But I wondered about Epping Forest. I did say that this was a narrow point. The City’s responsibility appears to extend into Essex. I do not expect the Minister to answer on the detail of this now, but I wonder whether there is anything else outside the City that the City runs. Like everybody else, I would just like to get the Bill right.
