I turn to Amendment 125B, which replaces the original Amendment 116. This derives directly from the achievement of the Hillsborough Independent Panel in revealing the truth about what was responsible for that tragedy. As the Minister who set it up, I faced widespread opposition from my own party. When I came to your Lordships’ House, the noble Baroness, Lady May, as Home Secretary, faced similar opposition in continuing its work. In our different ways, we were able to face down that opposition and the panel successfully completed its work.
