Public Office (Accountability) Bill

Contribution

It was uniquely successful in bringing some sort of closure to the tragic saga of Hillsborough. All credit is due to the chair, the Bishop of Liverpool, and all the panel’s members. It played a unique part in the administrative process. It was not an inquest with its specific remit, nor a public inquiry with its specific remit; both took place before the Hillsborough Independent Panel was set up and both failed to get to the truth. The Hillsborough Independent Panel was a fact-finding investigation with the ability to review all the evidence about what happened on the day and subsequently reach whatever conclusions it felt were justified.
