I believe that we all share the same intentions for freight. I hope noble Lords are encouraged and that the noble Lord, Lord Moylan, will feel able to withdraw his amendment. I can certainly discuss with them further, although probably not today, the particular issues that in the past the railway industry either has not been equipped to deal with or has not treated as seriously as it needs to in the future in order to satisfy these targets.
