Railways BillContribution
Noble Lords do not have to think too hard to understand why that might be. If you are physically disabled or visually impaired, for example, and you are not able to drive—until self-driving cars are widespread—or take a road vehicle cost-effectively, you simply have no choices. If the railways are not running, your chance of going to work or living your life is impaired, and there is a disproportionate impact on you compared with non-disabled people in society.
