Debate

Railways Bill

Contribution

My Lords, I am not saying anything about the future. That is what the Minister just said—in relation, admittedly, to one particular issue—but I suggest that that applies to almost all the issues raised in this debate, and it is increasingly a motto for the Government’s approach to this Committee. The thrust behind the Government’s argument is increasingly clear: “You give us these extensive powers, and you will trust us to know how to carry them out in a way that is effective and appropriate”. We have severe doubts about that, and we are entitled to those doubts. We are entitled to see the Bill amended so that GBR and the Government are made accountable for delivering and we understand clear objectives, clear lines of accountability and clear means of addressing, or redressing, success and failure. I will not pursue the debate we have had any further than that just now because noble Lords have set out very clearly what their concerns are. I am confident that we shall return to this debate on Report. In the meantime, I beg leave to withdraw my amendment.
