Debate

Railways Bill

Contribution

My Lords, it is good to have a new—or recycled—colleague in the railway market or, as I might call it, the gricer market. It is really good that he supports all the amendments from other days in Committee, as well as those today, on the heritage sector, which is a big problem but is something on which we must continue to press Ministers. We will, I hope, get some support; I am sure that we will. I have a number of amendments in this group, including Amendments 119, 123, 185 and 205. I do not think that we need to discuss them now because, to some extent, we have already talked about this issue and about making efficient use of, as well as getting value for, money. With all these amendments, I am keen to make as strong an argument as possible. I shall say just a word or two about Amendment 126 in my name. It is intended to be a catch-all to ensure that GBR operates in a totally non-discriminatory manner. Of course, we have talked about this in many earlier amendments, but I felt that it was useful to have something that would, I hope, catch anything that we have missed and recognise that discrimination covers a multitude of things—which we do not need to go into now. It is important to have a duty here for this great big monopoly that is being created to recognise other players in the market, be they private, passenger or freight, and which ensures that non-discrimination comes top of the pile, so to speak. I am sure that when it is necessary, the ORR will be involved as well.
