For as long as rolling stock manufacturers can continue to have the option of failing to include extra specifications related to the safety of female passengers that cost money but do not seem to bring them any financial return, they are less likely to install such measures, especially in an economic environment where the industry is under pressure. The innovation is there, as I am sure Ministers are aware, but companies are for ever looking to new markets and new ways of improving life.
