Northern Ireland Troubles Bill (Carry-over Extension)

Contribution

The hon. Gentleman makes a very good point—indeed, he also made it to me yesterday. The Secretary of State makes the decision about who sits on the advisory group, which is a key distinction of the legacy commission. One of the things I have repeatedly heard loud and clear is that this whole process needs to be focused on the families and the victims, and the only way we can secure that is if we have an effective advisory group. The hon. Gentleman is quite right; there should be no one in the group who espouses or has espoused the use of violence. Ensuring that will be one of the Secretary of State’s key responsibilities. The advisory group can have between three and seven members, and we are saying that at least one of them must be a veteran, a former member of the police or one of their representatives, although the number may be more than that. Co-operation and sharing of records by the Irish authorities may be the key to obtaining information for families about the circumstances in which their loved ones died and who was responsible. That may meet the point that was made earlier.
