Amendment 562 would make the commencement of Clause 191 conditional on the publication of a report assessing the anticipated impact of the change. The report would consider the impact on the safety and welfare of women, the risk of coerced and non-consensual abortion, late-term or self-induced abortions outside of a clinical setting, the recording and monitoring of complications in such cases, and standards of clinical oversight.
