Great British Railways, once established, will be required to have regard to the Secretary of State’s long-term rail strategy, which will support better integration of rail with local and regional multimodal transport systems. In the case of National Highways, the Secretary of State sets the road investment strategy for National Highways, which determines its priorities and commitments. The Secretary of State reviews this periodically with a view to creating a transport system that works better for users. In addition, the forthcoming integrated national transport strategy will set out how we will support the creation of integrated transport systems at the national and local level, and I strongly expect it to say something on this matter. Where the licensing authority and traffic authority are different, the drafting already covers a duty for two-way co-operation between them. I therefore believe that we already have sufficient tools to properly integrate shared micromobility into our transport system without increasing the complexity of the licensing regimes.
