With regard to the proposed limitation to roads that are carrying strategic motor traffic, certainly these roads should be some of the most important local roads in an area, but the noble Lord knows that the red route network in London fails to account for roads with significant bus flows and significant people flows on them, and the traffic that he is referring to should not be just motor vehicles or vehicles in general but flows of passengers in buses and taxis, or indeed of cyclists or pedestrians. It would not fit the aims of the Bill to limit the discretion of places to agree locally appropriate key route networks that could include adopted local roads of any classification or none, nor would it be appropriate to limit the definition of key routes only to flows of motor traffic.
