Amendment 116, spoken to by the noble Baroness, Lady Jones of Moulsecoomb, seeks to probe the power of direction on the key route network and its relationship with traffic regulation orders. The power of direction is a power that applies only to roads on a local key route network. That key route network has to be agreed by a combined or combined county authority; the mayor cannot decide it alone. If the power were modified such that it could not be used to affect existing traffic regulation orders, it would be significantly less effective because roads on key route networks are likely to have a number of existing TROs in place, such as for bus lanes, cycle lanes, double yellow lines or one-way streets. In order to maintain the effectiveness of the power of direction, it should not be fettered by limiting its use only to areas where there are no existing traffic regulation orders.
