There are existing powers that provide the ability to issue guidance for the use of the power of direction. We are considering whether any guidance would be necessary under those powers, and will work with places on the content of any guidance. If that is the case, mayors would be required to have regard to that guidance. As there are existing powers to provide guidance, and restricting the use of the power of direction to when it did not conflict with an existing traffic regulation order would fetter the power, the amendment would not result in a power that could be used effectively.
