I thank the noble Lord, Lord Moylan, for his Amendment 117. I agree that avoiding the duplication he refers to is essential for ensuring effective accountability. In fact, the Bill already avoids that duplication by providing that the duty to make traffic reports on key route network roads to the mayoral authority and that highway authorities do not have to make reports on local road traffic on key route network roads.
