Let me get into the detail of the amendments. Amendments 136, 137, 142 and 143 are all about local growth plans. With the regional nature of social mobility, it is important that these plans consider not just growth in isolation but how this growth will benefit disadvantaged communities, so that projects and support work to reduce socioeconomic disadvantage. This would tie in with the work done in recent years on the Treasury’s Green Book, moving beyond an all-consuming focus on the benefit-cost ratio and towards wider, place-based impacts. The amendments also cover more general points around obtaining local buy-in on these plans in the form of broader consultation.
