Amendment 122 concerns welfare and touches on another key area of investigation in our committee’s report: those who are not in education, employment or training. Almost a million young people aged between 16 and 24 are now in this situation, which is a national tragedy. The Social Mobility Commission has highlighted that centralised provision, which has little room for local flexibility, is one of the issues preventing progress. This amendment would help ensure that a partnership approach is embedded in tackling youth unemployment.
