The reason I was very happy to take over the amendments, though, is that I thought the central point—compensation—was very important to debate and challenge. That is where I think I differ slightly from the conclusion of the noble and learned Lord. I welcome what he said in his letter and today, because he recognises the issue. I, personally, would rather we deal with it now, because he is advocating a report which would report after the Bill has become law but before it came into force. The problem, as he will know having been a Minister, is that even if the report identified a problem, it does not mean it is going to get fixed unless there is a guarantee that someone will find the legislative time or have an appropriate legislative vehicle to fix it. That does not mean it will get fixed before the Bill comes into force.
