Northern Ireland Troubles Bill

Contribution

The right hon. Gentleman asks an important question, and I pay tribute to his previous work on this subject. It is important that we do not over-promise in the Bill. I recently saw the first ICRIR report into the death of Rory O’Kelly. I spoke to his daughter, Anne O’Kelly, and she was very moved and felt a great sense of liberation by its publication, but it does not come to perfect answers. I am guessing that many of the families will not get perfect answers, although they may get a degree of closure and healing because of being able to go through the process. I am very keen to ensure that the commission’s remit does not increase dramatically and make it more difficult for it to meet its obligations, and I am of course in discussions with the Treasury to ensure that finances are available to do the job properly.
