Northern Ireland Troubles Bill

Contribution

My hon. Friend is right about the Joint Committee on Human Rights and its request for us to look at this issue. As right hon. and hon. Members will know, the Hillsborough law has not completed its progress through the House of Lords, where it is still in Committee, and we want to ensure that we can mesh the two pieces of legislation together when it comes to that issue. The Hillsborough law’s commitment to truth and information recovery is mirrored in this legislation, which is why I am proud to say that we would want to able to, wherever possible, ensure that it applies. New inquests that proceed under the Bill will automatically be in scope of the duty of candour included in the Hillsborough law, and the processes of the legacy commission will be subject to a distinct disclosure regime. We agree that the duty of candour needs to apply to inquisitorial proceedings under the legacy commission, and I note the Committee’s recommendation. I am confident that when it comes to the House of Lords’ processes, we will be able to mesh these two pieces of legislation together.
