Northern Ireland Troubles Bill

Contribution

The remedial order contained in the Bill—it is right that it has been absorbed in the Bill, rather than presented separately—opens a door again to civil and criminal jeopardy for servants of the state, with special forces particularly feeling the heat. At the moment, they are considering what Charles Haddon-Cave might have to offer. I suspect that when he has finalised his work, there will be some quite extensive material that may cause discomfort to many. It is important, however, to keep in mind the men and women of our armed forces, particularly those who are sent out to do extremely difficult things—things that I am very glad I did not have to do when I served in the armed forces. The idea that they would do these difficult, often split-second things, believing that if it went wrong, they would have their collar felt in their 70s and 80s, as Op Banner veterans now fear, is not a great recruiting sergeant.
