Northern Ireland Troubles Bill

My principal concern would be process becoming punishment. I think the hon. and gallant Member for Birmingham Selly Oak mentioned that. We have seen how punishment has been meted out to those who have served in our armed forces. Listening to veterans, that is the principal concern we hear time and again. It is the fear that they will be apprehended. Some right hon. and hon. Members have mentioned memory, recollection, and how memories fade with time. I am afraid that is right. The hon. Member for Foyle made a good point: you never forget if you shot someone—of course you do not—but you probably do not remember some of the detail around it. Indeed, you might shut it out. Others will remember things differently. With every year that passes, recollection and memory fades, and that is just the way it is.
