Northern Ireland Troubles BillContribution
The second thing the veterans wanted was a reference to the operational context in which people were serving, which is important. Thirdly, they wanted to ensure that there could be no repeat either in the commission or in inquests—a lot of hon. Members seem not to have noticed this, but we are also saying that in inquests there can be no repeat of processes that have already been undergone elsewhere, unless essential. They wanted us to ensure that there could be no cold calling of veterans, and that any approach would go not to the individual but to public authorities first, so that all evidence that public authorities might have should be garnered first. They wanted us to use the term “new and compelling evidence”, which we have put precisely in the place where it makes a difference, meaning that nobody can be called as a witness unless there is compelling new evidence. They wanted us to put into statute a proper review of all the instances, and to say that we would get rid of the supposed protections that the “on the run” letters afforded, as in amendments tabled by other hon. Members.
