This amendment requires the Secretary of State to lay a statement, about the actions of the UK and Ireland to address legacy issues, before commencing the principal operational functions of Directors of Investigations, judicial panel members, the Independent Commission on Information Retrieval and, in relation to resumed inquests, coroners.
