They possess detailed place-based knowledge of community identity, settlement patterns, service access and local governance arrangements that cannot be captured through consultation solely with upper-tier authorities. Town and parish councils are critical to the understanding of the diversity of local needs within a proposed strategic authority area. Rural communities, market towns, coastal settlements and urban neighbourhoods face fundamentally different challenges.
