It is important for local democracy that local circumstances are taken into account but, if strategic priorities are to be achieved, they will need to be based on firm local foundations, otherwise they will be vigorously opposed. It is in the Government’s interest to support the substance of the amendment and be the champions of effective strategic development, based on a network of local consent and support at grass-roots level, with local co-operation, something that should be at the heart of all good development.
