At the end of the day, unless public sector agencies are placed under a duty to co-operate with strategic authorities and principal councils in making policies or plans or delivering services that affect their area, adequate co-operation will simply not happen, and we will have missed a wonderful opportunity to transform how our public services are delivered. If that does not happen, the public will continue to struggle with disconnected and poorly designed services, and the public purse will continue to lose huge amounts of money because of overlaps, duplications and damaging conflicts.
