Debate

Council Housing

Contribution

It is a pleasure to serve under your chairship, Sir Jeremy. I congratulate my hon. Friend the Member for North East Hertfordshire (Chris Hinchliff) on securing this vital debate. I know from years in Cornwall how big an issue the lack of affordable and council housing has become in my constituency of Truro and Falmouth. In Cornwall, the picture is stark: we have far lower levels of council housing than other parts of the country: only 11% of our stock is social housing, and the country-wide average is 18%. Cornwall’s HomeChoice register has over 26,000 households waiting for a home, against an estimated stock of 33,000 social and affordable homes right across Cornwall. We also have 800 households in temporary and emergency accommodation. The housing revenue account has a legacy debt of £92 million from the 2012 self-financing settlement, and that severely constrains Cornwall council’s ability to build, maintain and deliver social housing. Cornwall housing also has very low rental income, the result of decisions made by previous Lib Dem and independent council administrations. Bringing rents closer to national levels through rent conversions will take time, and the lack of income from low rents has resulted in a backlog of repairs that it is really struggling to get on top of. The Government’s extra £1 billion for the social and affordable homes programme and the preferential rates for council house borrowing are very welcome, as are the safeguards in the Bill, for example, on rights to buy new builds. In Cornwall, we have housing associations that are strategic providers, working hard to build and provide homes in Cornwall, but our HRA struggles with its debt and repairs and has no headroom to borrow. HRA reform will be crucial if we are to build council homes in Cornwall, as will making it easier for HRAs to borrow.
