After the establishment of mayoral strategic authorities, what powers will be left for councillors to exercise? Furthermore, as the noble Lord said, all the commissioners appointed under Clause 9 will be appointed and not elected. At present, at least police and crime commissioners are elected, but the Bill will replace elected commissioners with appointed commissioners. The Police Minister, Sarah Jones, in justifying the decision to abolish the police and crime commissioners, said:
