English Devolution and Community Empowerment Bill

The Home Office said that less than 20% of people can name their PCC. Does the Minister believe that the number of people who can name any of the appointed commissioners will approach anywhere near 1%? The figure will certainly be nowhere near 20%. It seems to me that the English Devolution and Community Empowerment Bill will do little for devolution and will remove powers from communities by concentrating them in the hands of appointed commissioners.
